Boediono: Quality of Human Resources Determines National Economic Development

Former Vice President of Indonesia Prof. Dr. H. Boediono, M.Ec. stated that quality of human resources (SDM) is the foremost aspect to determine economic development of a nation. Human has the essential roles in the development. Thus, qualified human resources are fundamental need of each country.

The Vice President of Indonesia in 2009-2014 conveyed that the quality of human resources turns the basis of three crucial fields that control performance of an area or a nation. Those three fields are politics, law, and bureaucracy. “A vital inquiry that becomes the success secret of developed country is why the same area has two different conditions, which is a developed country and the other is not, such as South Korea and North Korea. In fact, the answer is in the three fields which the system of politics, law, and bureaucracy is implemented differently,” asserted Boediono as a keynote speaker of National Seminar of “Human Resource Development Strategies to Cope with the Future Economy”. The seminar was organized by Student Executive Board (BEM) of Faculty of Economy in welcoming the 34th anniversary of FE. It took place in main meeting hall of Building A.R. Fachruddin B Floor 5, Universitas Muhamadiyah Yogyakarta (UMY).

Moreover, Boediono elucidated that, since each nation has distinctive public institution, it possesses dissimilar ways to confronting national issues and developing the nation. Nevertheless, a certain aspect is that a nation having qualified human resources could be developed, and it could be noticed from the three institutions (politics, law, and bureaucracy). “Politics, law, and bureaucracy are an institution. However, they are not in the form of a building. The institution refers to two foremost elements, namely the rules in each field and the people who undertake the rules. An effective and good institution is that the two elements could work well and create something for all,” he uttered.

The rules, Boediono continued, were coined by those who were in the institution. Hence, an institution relied on the competency, integrity, and quality of the human resources. “If the human resources in the public institution as politics, law, and bureaucracy are qualified, the established policies would be also qualified to develop the nation. A great process of politics, law, and bureaucracy could establish policies for prospering community.”

 Therefore, Budiono emphasized that young generation as a spearhead and leadership successor of a nation ought to explore themselves and learn to be a better person. Additionally, they should be ready to build better institution. He argued that young generation has to be better from the one who are replaced. If the successor is better, the nation would be developed. On contrast, if the successor is worse, the nation might move backward.

“And, developing this nation is the responsibility of young generation and nowadays generation. Yet, the nowadays generation may not deplete and consume all natural resources and income of this country because we have the successors. Young generation should be open-minded, learn to be the leadership successor, and could focus on how to be successful in those three institutions (politics, law, bureaucracy). Moreover, the intention and attitude of young generation are the main aspects for the development of this nation. All should be carried out academically and sincerely,” told the alumnus of Monash University.

 

Confronting AEC 2015, Government Has a Lot to Do.

Besides, Boediono highlighted Indonesian government having a lot to do in facing ASEAN Economic Community (AEC) in the end of 2015. He contended that, although Indonesia could be considered ready to confront AEC, there is an amount of homework to accomplish.

Boediono uttered that in an investment sector Indonesia has not yet had local investors and development in increasing the investors. It has not ensued as well ASEAN Single Window (ASW), elevating cargo handling among ASEAN’s member states to expedite customs clearance and cargo release. “In fact, if we are eager to unify and to be a competitive nation, there should be integration and process to manage barriers among nations. Thus, there are a lot to do, though we have been prepared,” he said.

Boediono added that Indonesian government could perform two strategic steps to be more prepared in confronting AEC 2015. It is also necessary developing other sectors having 277 agreements among ASEAN states. “First, there should be inventing the agreement comprehensively and entirely. It means that we have to notice and decide which could be and could not be undertaken. It should be performed by an independent team so that there would not be taking sides in certain sectors. Second, there should be diplomatic steps to elucidate sectors which could be and not be carried out. If not, other countries would not trust to us since we only receive and could not measure our abilities. For another reason, we are not supposed to be able to accomplish all of them,” he conveyed.
